One HR Software AI-Citation List Is Published. The Category Is Not Finished.

The HR & Talent / how-buyers-choose segment crossed the Machine Relations evidence floor first. The rest of the HR buyer category is still collecting, which makes the first leaderboard useful but not a category verdict.

The first HR software buyer leaderboard in the Machine Relations Index is now public. That does not mean the HR category is finished.

The 2026-09-21 release gives HR & Talent one published buyer-question shape: How buyers choose. It has 101 observed answer runs across seven run dates and 235 cited domains. The other five buyer shapes are still below the evidence floor.

That distinction matters. A category-level strategy built from one published shape will overread the first answer that happened to mature.

What crossed the floor

Release mri_score_v2.0+2026-09-21+d73e239e7c5b, generated 2026-09-21, covers 16,146 monitored answer runs across six engines and 22,377 cited domains. HR & Talent has seven question shapes in the taxonomy.

The release floor is doing its job. It lets the first mature buyer shape be cited, while keeping the neighboring shapes out of the published leaderboard until they have enough dates.

So the honest sentence is narrow: AI answer engines now have a measured HR & Talent source list for how-buyers-choose questions. They do not yet have a measured HR & Talent source list for best-tools, worth-it, problem-first, top-list or comparison questions.

The first buyer list is not the news list

The published buyer list is useful precisely because it disagrees with the HR news list.

In the how-buyers-choose shape, the top ten are:

That is six other observed sources, two vendor-owned sources and two community/social platforms. It is not an HR trade-press list. The first editorial publication is People Managing People at rank 11, tied by cited runs with four other domains. SelectSoftware Reviews sits at rank 19.

The news-driven HR & Talent shape looks different. Its top ten include Unleash at rank 1, HR Executive at rank 7, People Managing People at rank 8 and HR Tech Feed at rank 9.

That is the point. The trade press appears in HR news answers. It does not own the first measured buyer-choice shortlist.

The wrong move is to promote the first shape into a category law

A buyer-shape leaderboard answers one kind of question. It does not answer the category.

The current HR release says three things at once:

  1. The news layer is mature. HR & Talent news has 608 observed runs across 53 dates.
  2. One buyer layer just became publishable. How-buyers-choose has 101 runs across seven dates.
  3. Most buyer layers are one or more dates short. Best-tools, worth-it and problem-first already have 95 to 102 observed runs, but only six run dates. Top-list and comparison are further behind.

If the next release publishes best-tools or worth-it, the leader set can change. If the same source classes keep appearing across shapes, then the HR buyer market has a pattern. If they split the way consumer products, cybersecurity and enterprise software split, then the only honest answer will be shape-specific.

The first leaderboard is therefore a starting line, not a verdict.

What to do with it now

Use the first HR buyer list for three decisions.

First, stop assuming HR trade press is the default path into buyer-choice answers. It is visible in news answers and weaker in the first measured buyer shortlist.

Second, treat vendor and community surfaces as source infrastructure, not as a side channel. Pin, Gem, LinkedIn and Reddit are not interchangeable, but they are all in the top ten of the first buyer-choice shape.

Third, wait for the neighboring shapes before turning this into a playbook. A good HR visibility plan will not be written from how-buyers-choose alone. It will compare how-buyers-choose against best-tools, worth-it, problem-first, top-list and comparison once each crosses the same floor.

The category is finally measurable. It is not yet finished.
